  1. This bill looks like a bill of attainder, and on that basis would be unconstitutional (or at least the courts are likely to say it is). Congress had this same problem in the 1950s and 1960s dealing with the Communist Party USA and other subversive groups, but managed to enact legislation that was sufficiently “generic” that it avoided the attainder problem. The authors of this bill need to review the earlier legislation, and revamp their bill on the basis of that experience.
